    Abstract
    The issuance of an arrest warrant by the International Criminal Court (ICC) against Russian President Vladimir Putin for alleged war crimes, namely the illegal deportation of children from Ukraine to the Russian Federation, poses challenges for the enforcement of international law. This case is relevant to countries that have ratified the 1998 Rome Statute, especially when a state party, such as Mongolia, did not arrest Vladimir Putin during his diplomatic visit, thus demonstrating obstacles in the execution of the ICC Warrant. This study uses a normative or doctrinal legal method with an analytical approach. Data was collected through a literature study covering primary, secondary, and tertiary legal materials. All data was analyzed qualitatively to answer the research questions regarding the procedure for issuing an ICC warrant, the rights and obligations of UN member states that have ratified the Rome Statute, and the legal force of the arrest warrant issued by the ICC against Vladimir Putin. The conclusion of this study is that the ICC Warrant issued against Vladimir Putin by Pre-Trial Chamber II of the ICC is a legally valid international act. Its normative legal force binds States Parties to the Rome Statute, including Mongolia, to carry out the arrest if the suspect is within their jurisdiction. Although in practice it faces political and diplomatic challenges, particularly due to Putin's status as an active head of state and Russia's position as a non-party state, Article 27 of the Rome Statute explicitly rejects immunity from jurisdiction. Therefore, States Parties are advised to prioritize their commitment to international law.
