dc.description.abstractThe Universal Health Coverage Jaminan Kesehatan Medan Berkah (UHC JKMB) program is a policy initiated by the Medan City Government aimed at ensuring free access to healthcare services for all residents using only their National Identity Card (KTP). This study aims to evaluate the impact of the UHC JKMB program on the socioeconomic conditions of participants in Tegalsari Mandala II Sub-district, Medan Denai District, which is known for its relatively high poverty rate and limited healthcare facilities. This research employs a quantitative approach using a survey method involving 95 respondents who are active participants of the UHC JKMB program. Data were analyzed using the CIPP (Context, Input, Process, Product) model as the evaluation framework, supported by public policy theory as the interpretative basis. Data collection was conducted through questionnaires and field observations to describe the program’s effectiveness and its impact on community welfare. The findings reveal that the implementation of the UHC JKMB program has a positive and significant effect on the participants’ socioeconomic conditions. In the context dimension, the significance value of 0.005 (< 0.05) with a t-value of 2.817 (> 1.662) indicates that the program has provided easier access and policy clarity for the community. The input dimension shows a significance value of 0.047 (< 0.05) with a t-value of 2.006 (> 1.662), suggesting that the availability of medical personnel and health facilities adequately supports program implementation. In the process dimension, the significance value of 0.021 (< 0.05) with a t-value of 2.331 (> 1.662) demonstrates that the service delivery process is effective and efficient. Meanwhile, the product dimension, with a significance value of 0.001 (< 0.05) and a t-value of 3.767 (> 1.662), indicates tangible outcomes in terms of improved community welfare, particularly in economic capability and a sense of security regarding health risks. Overall, the UHC JKMB program simultaneously exerts a positive and significant influence on improving the socioeconomic conditions of its beneficiaries. Based on these findings, it is recommended that the Medan City Government expand service coverage, strengthen the capacity of medical personnel, and optimize the evaluation system to ensure the sustainability of the UHC JKMB program.en_US
