Coordination of Public Works and Public Housing Service (PUPR) with Regional Technical Implementation Unit (UPTD) in Handling Clean Water Channels in Subulussalam City
Abstract
Clean water is one of the basic needs of society that directly affects health, productivity, and quality of life. However, the provision of clean water still faces various challenges, especially in areas with limited infrastructure. Subulussalam City, particularly Penanggalan District, is a clear example of low clean water service coverage caused by both technical and institutional problems. This condition highlights the importance of inter-agency coordination as a key factor in ensuring the sustainability of public services.
This study aims to describe and analyze the forms of coordination between the Department of Public Works and Housing (PUPR) and the Regional Technical Implementation Unit (UPTD) in handling the distribution of clean water in Penanggalan District. The research applies a qualitative descriptive approach, using data collection techniques such as interviews, observations, and documentation. Data analysis was carried out using coordination indicators proposed by Hasibuan, including unity of action, communication, division of labor, and discipline.
The results show that coordination between PUPR and UPTD is still less effective. Weak communication, delayed responses, and limited division of tasks have caused clean water services to be less optimal. The dependence of UPTD on PUPR in terms of funding and technical support has also weakened operational independence. Therefore, a more responsive, synergistic, and sustainable coordination pattern is needed so that clean water services can be provided evenly and contribute to improving the quality of life of the people in Subulussalam City.
