The Land and Land Agency (BPN) is a government institution that is in charge of carrying out government affairs in the land sector in Indonesia, one of which is the issuance of land certificates. BPN Humbang Hasundutan Regency as one of the land agencies that handles land management and is authorized to issue land certificates in the Humbang Hasundutan Regency area. However, in carrying out its duties, various problems arise regarding the performance of BPN in providing land services, especially regarding the management of land certificates, so accountability is important as a form of BPN accountability for the results of its performance.
This study aims to find out how the accountability of the performance of the National Land Agency (BPN) in the issuance of Land Certificates in Humbang Hasundutan Regency. This research was conducted using a qualitative method with a descriptive approach. This approach allows the author to understand how phenomena are holistically, including the behaviors, perceptions, motivations and actions of the research subjects in a natural context. Data collection in this study was carried out through interview, observation, and documentation methods. The data that has been collected is then analyzed using the theory of performance accountability proposed by Mark Bovens (2010) which explains accountability as a mechanism that includes three indicators, namely performance reporting, performance assessment or evaluation, and the provision of rewards and punishments.
The results of the study show that BPN Humbang Hasundutan Regency in implementing performance accountability through the performance reporting process uses the Land Program Quality Control System (SKMPP), which facilitates the reporting process and ensures the accuracy and transparency of data, but public access to performance reports is still limited, although some data can be accessed through the BPN website. Performance evaluations are carried out periodically and involve justification through a question and answer session between BPN officers as actors and superiors as a forum to explain the results of their performance. However, in this evaluation process, village officials and the community as parties directly involved in the management of land certificates, have not been actively involved. Rewards for employees with good performance have been carried out, but the punishment is still limited and tends to be corrective.
