    Abstract
    Kuala Subdistrict, Langkat Regency, North Sumatra, holds significant potential for cattle development due to its favorable geographical conditions, natural resources, and supportive livestock population. However, this sector still faces challenges such as limited capital, suboptimal management, and insufficient feed and waste management. This study identifies livestock resource potential, the carrying capacity of agricultural and plantation waste, and formulates cattle development strategies through a survey of 40 farmers using descriptive analysis, Location Quotient (LQ), Feed Concentration Index (IKP), Agricultural and Plantation Waste Carrying Capacity (DDLP), Agricultural and Plantation Waste Carrying Capacity Index (IDDLP), and SWOT analysis. The results indicate that 7 out of 16 villages in Kuala Subdistrict serve as potential livestock bases. The recommended development strategy is the SO (Strength-Opportunity) strategy, as it leverages existing internal strengths such as farmers’ experience, abundant natural resources, ease of access to quality feed, and family as well as technological support to seize external opportunities including the growing cattle market, government financial assistance, and training programs. The SO strategy was chosen to optimize resources and opportunities, ensuring aggressive and sustainable business growth. The implementation of this strategy is expected to increase livestock productivity, reduce barriers such as limited capital and knowledge, and maximize market opportunities and government support to improve farmers’ welfare and strengthen local food security.
