The Regional Development Planning Agency (BAPPEDA) plays a strategic
role in coordinating regional development planning processes, particularly in the
era of regional autonomy, which emphasizes a participatory approach. This study
analyzed the participatory development planning process conducted by the
Pematang Siantar City BAPPEDA in the Siantar Marihat District. The research
focused on the extent to which BAPPEDA is able to involve the community,
coordinate across sectors, and realize inclusive and sustainable development
planning.
The research method used was descriptive qualitative, with data collection
techniques through interviews, observation, and documentation with BAPPEDA
officials, community leaders, Community Empowerment Institutions (LPM), and
other stakeholders.
The results indicate that the participatory development planning process by
the Pematang Siantar City BAPPEDA has been implemented through the
Development Planning Consultation (Musrenbang) mechanism involving seven
sub-districts in the Siantar Marihat District. The Regional Development Planning
Agency (BAPPEDA) acted as a facilitator at every stage, from gathering
aspirations from seven sub-districts to discussing priority programs at the Siantar
Marihat sub-district level. The Musrenbang (Regional Development Planning
Forum) revealed that most of the community proposals addressed in the planning
forum were related to infrastructure, such as drainage construction and repair,
road improvements, and public facility improvements. BAPPEDA then followed up
on the agreed-upon proposals by integrating them into the Pematang Siantar City
Regional Government Work Plan (RKPD), a manifestation of participatory
development. However, the community is still awaiting the implementation of all
submitted proposals, as some have not been accommodated due to budget
constraints and program priorities.
