Implementasi Peraturan Daerah Kabupaten Karo Nomor 03 Tahun 2021 tentang Penyediaan dan Pengelolaan Kawasan Penggembalaan Umum di Desa Mbal Mbal Petarum Kabupaten Karo

Abstract

This study aims to determine the implementation of Karo Regency Regional Regulation Number 03 of 2021 concerning the Provision and Management of Public Grazing Areas in Mbal Mbal Petarum Village. This area is the only public grazing area in North Sumatra Province and has become a focus of attention due to the emergence of conflicts between the local government and indigenous communities regarding land ownership. This study uses a descriptive qualitative approach with data collection techniques through interviews, observation, and documentation. Frindle's implementation theory is used as an analytical framework, emphasizing policy content and environmental context as determining factors for successful implementation. The research results indicate that the implementation of Karo Regency Regional Regulation No. 03 of 2021 concerning the Provision and Management of Public Grazing Areas has not been optimal. The provision of facilities and infrastructure, as well as area management, have not optimally supported policy objectives. Furthermore, the lack of involvement of indigenous communities and weak coordination between stakeholders are significant obstacles. It is recommended that the local government improve the quality of policy implementation by considering aspects of community participation and the alignment of regulations with prevailing social conditions and customary law.
