dc.description.abstractThe problems related to transparency in the implementation of assistance in Perpulungen Village can be observed from the unavailability of meeting results accessible to the community, the involvement of the community that is limited to representation, unclear and non-transparant information regarding the stages of implementation, the list of recipients, and the criteria for aid recipients, as well as limited access to information that is difficult for the community to reach. This research employs a descriptive qualitative approach. The use of a descriptive method is appropriate because the author aims to illustrate how transparency is practiced by the village head in public service delivery, specifically regarding aid programs to the community. The indicators used in this study are based on Dwiyanto’s four indicators: openness in the policy making process, community involvement, transparency in program implementation, and information dissemination to the public. The results of research in Perpulungen Village show that the policy-making process is open, in this case it does not yet have a Standard Operating Procedure (SOP) in implementing the distribution of agricultural equipment assistance, which could be a strategic step for the Village Government to realize public policy transparency. Community involvement has been carried out through the implementation of village deliberations and village development planning deliberations, however the delivery and openness regarding the results of the deliberations still needs to be improved. The implementation of the agricultural assistance program that has been implemented shows that there are participatory efforts even though technical limitations are still an obstacle. Submission of public information by the Village Government has been carried out directly by implementing Accountability Results Reports, however the use of information media such as notice boards and village websites has not been used, so access to information is still limited. Therefore, there is still a need for training and assistance in managing public communications for Village Heads and their apparatus to be able to convey information appropriately and openly.en_US
