dc.description.abstractThis study aims to analyze the effectiveness of government goods and services procurement through the use of the Electronic Procurement System (SPSE) at the Regional Secretariat, Procurement of Goods/Services Division of Karo Regency. The background of this research is based on the low Procurement Governance Index (ITKP) score of Karo Regency and the persistence of technical obstacles such as unstable internet networks and limited personnel. The study employed a qualitative method with a descriptive approach. Data were collected through interviews, observations, and documentation, then analyzed using Steers’ (2008:53) effectiveness indicators, which include goal achievement, integration, and adaptation. The results show that in terms of goal achievement, the implementation of SPSE has supported procurement efficiency and effectiveness by accelerating processes and enhancing transparency and accountability. In terms of integration, SPSE has proven effective in improving internal coordination among divisions, although weaknesses remain in external socialization with providers. Meanwhile, in terms of adaptation, training and certification for officials demonstrate the readiness of human resources in managing SPSE; however, implementation is still constrained by limited staff, unstable internet connectivity, and system bugs that require continuous adjustment. Therefore, improving internet infrastructure, increasing the number and competence of human resources, and strengthening institutional capacity are crucial. This aligns with Presidential Instruction No. 1 of 2025, which emphasizes the efficiency of state/regional spending and the optimization of public services, so that budgets can be directed more toward investment in procurement digitalization to improve governance and ITKP scores.en_US
