Apparatus (APIP) The Regional Inspectorate is the Government Internal
Supervisory Apparatus (APIP) that plays an essential role in overseeing the
implementation of regional governance to ensure it operates in accordance with
the principles of transparency, accountability, and effectiveness. In Binjai City,
the role of the Inspectorate is highly vital in ensuring that the supervisory function
over the implementation of regional governance runs optimally and aligns with
the principles of good governance. This study aims to analyze how the role of the
Binjai City Regional Inspectorate is carried out through its supervisory function
in supporting the effectiveness of regional governance implementation.
This research employs the theory of Horoepoetri (2003), which explains
three dimensions of the Inspectorate’s role, namely as policy, strategy, and
communication tools that are integrated in carrying out the supervisory function.
The research method used is descriptive qualitative, with data collected through
interviews, documentation, and field observations. Primary data were obtained
from the Binjai City Regional Inspectorate, Regional Apparatus Organizations
(OPD) that serve as supervision objects, and the community. Meanwhile,
secondary data were sourced from official documents such as the Annual
Supervision Work Program (PKP2T), the Evaluation Report on the
Implementation of Regional Governance (LHE PP), and checklist tables of public
service supervision and development.
The results show that the role of the Binjai City Regional Inspectorate as a
policy is reflected in its supervision of the implementation of laws and regional
policies to ensure transparent and accountable governance. As a strategy, the
Inspectorate strengthens supervisory capacity through work program planning,
guidance, assistance, and enhancement of APIP competencies. As a
communication tool, the Inspectorate functions as a bridge of information
between the regional head, OPDs, and the public through the delivery of
recommendations, policy coordination, and the channeling of public aspirations.
The Inspectorate plays a significant role in ensuring that governance in Binjai
City operates based on the principles of effectiveness and accountability.
However, to optimize this role, full support from the regional head,
responsiveness of OPDs, and active participation of the public in the supervision
and evaluation process are required. | en_US |
