    The Implementation of the Right of Inquiry in the Oversight Function of Pematangsiantar Regional House of Representatives

    Abstract
    The right of inquiry is a supervisory instrument used by regional legislative councils (DPRD) to investigate government policies suspected of deviating from statutory regulations. This study examines the implementation of the right of inquiry by the DPRD of Pematangsiantar City in response to the Mayor’s policy regarding the appointment and dismissal of 88 administrative and supervisory officials, as stipulated in Mayoral Decree Number: 800/929/IX/WK-THN 2022. The policy was found to violate administrative and legal procedures, including the absence of written approval from the relevant ministry and the failure to conduct performance evaluations of the civil servants involved. This research employs a qualitative descriptive method, with data collected through interviews, observations, and documentation. The analysis is guided by George C. Edward III’s policy implementation theory, which highlights four key components: communication, resources, disposition, and bureaucratic structure. The findings indicate that the DPRD of Pematangsiantar City, through its Special Inquiry Committee and with the support of the DPRD Secretariat, has carried out the oversight process in a procedural, transparent, and constitutional manner. Each phase from the initial proposal to the final plenary session was executed effectively. The inquiry was subsequently followed by the exercise of the Right to Express an Opinion, which culminated in a recommendation to impeach the Mayor. These results reflect the effectiveness of the DPRD’s oversight function in upholding principles of accountability and the rule of law in local governance.
