Safety when driving on the highway must be prioritized by every road user to avoid accidents that can harm themselves and others. The many traffic signs installed on the road markings, road bodies and traffic lights aim to discipline drivers on the highway, as well as maintain the safety of road users. This study was conducted to determine the form of pedestrian behavior on Jalan Marelan Raya Pasar V which is densely populated, and to analyze the factors that encourage pedestrian behavior on Jalan Marelan Raya Pasar V who ignore traffic culture. This study uses a qualitative research type that is descriptive analytical with data collection through observation, interviews and documentation and analyzed using the Miles and Huberman Model. The results show that the form of pedestrian behavior on Jalan Marelan Raya Pasar V which is densely populated reflects complex social dynamics, where order and disorder coexist in the same social space. Traffic patterns in this area are not solely determined by individual awareness, but are also influenced by social structures, environmental conditions, and the collective culture of the community. The factors that encourage pedestrian behavior on Jalan Marelan Raya Pasar V who ignore traffic culture are the result of a complex interaction between the weak grid dimension (formal rules) and the strong group dimension (social ties), as explained in Mary Douglas's theory of cultural behavior.en_US
