This study aims to analyze factors related to the willingness of rice millers
to establish partnerships with Bulog in Serdang Bedagai Regency, North Sumatra
Province. As a district that is one of the largest rice production centers in the
North Sumatra region, however, the participation of rice mills in partnership with
Bulog is still very low. This research was carried out with a quantitative approach
through interviews with respondents as many as 13 rice mills spread across 6
sub-districts. The variables analyzed included socialization (X1), purchase price
by Bulog (X2), production capacity (X3), market guarantee (X4), and length of
business (X5). The data were analyzed using the Fisher Exact test because the
sample count was small and the data was categorical. The results of the analysis
showed that only the socialization variable (X1) had a significant relationship
with the willingness of rice mills to partner with Bulog. Meanwhile, the variables
of purchase price (X2), production capacity (X3), market guarantee (X4), and
length of business (X5) did not show a significant relationship. The low
socialization from Bulog and the purchase price which is considered
uncompetitive are the main obstacles in establishing partnerships. This study
recommends the need to increase the intensity of socialization of partnership
programs, more favorable Bulog purchase prices for business actors, and support
from local governments to encourage the participation of rice millers in
partnership programs with Bulog.
