Kolaborasi Dinas Koperasi dan Usaha Kecil Menengah Kota Binjai Dalam Digitalisasi Pembayaran QRIS
Abstract
This study aims to analyze the collaboration of the Binjai City Cooperatives
and Small and Medium Enterprises (SMEs) Office in digitizing cashless payments
through the Quick Response Code Indonesian Standard (QRIS) for Micro, Small,
and Medium Enterprises (MSMEs). Payment digitization is seen as a strategic
step to improve transaction efficiency, expand financial access, and promote
transparency in business management. This study utilizes Ansell and Gash's
Collaborative Governance theory, which emphasizes the importance of four key
indicators: starting conditions, institutional design, facilitative leadership, and
collaborative processes.
The research approach used was qualitative with descriptive methods. Data
were obtained through in-depth interviews with local government officials,
financial institutions, and MSMEs, supplemented by field observations and
documentation. Data analysis was conducted through systematic data reduction,
data presentation, and conclusion drawing.
The research results indicate that collaboration in QRIS implementation in
Binjai City still faces several obstacles, including low digital literacy among
MSMEs, limited technological infrastructure, and minimal outreach and
government assistance. Nevertheless, QRIS implementation has had positive
impacts in the form of increased MSME transaction effectiveness, operational cost
efficiency, and financial transparency and accountability.
The study's conclusions confirm that collaboration has significant potential
to support the digital transformation of MSMEs in Binjai City. However, to
optimally achieve the goal of digitalizing non-cash payments, strengthening
collaboration is necessary through a shared vision among stakeholders,
increasing MSME digital literacy, and developing an inclusive, adaptive, and
sustainable digital ecosystem.
