    Abstract
Comprehensive Emergency Neonatal Obstetric Services (PONEK) is a government program, part of the referral system for maternal and neonatal emergency services, which plays a significant role in reducing maternal and newborn mortality rates. In 2022, there were approximately 800 inpatients from Haji Medan Hospital who received PONEK services, while in 2023 the number of patients increased to around 1,000, and in 2024 there were about 750 patients. The research aims to analyze the implementation of PONEK services at Haji Medan Hospital. The type of research used is qualitative, aimed at obtaining a comprehensive picture of the implementation of PONEK at Haji Medan Hospital. The informants in this study are the person in charge of PONEK, doctors, midwives, and three PONEK patients. The results of the study indicate that stabilization in the emergency department and preparation for definitive treatment have been carried out according to emergency obstetric service standards quite well. The handling of emergency cases by the PONEK team at Haji Medan Hospital in the action room is managed collaboratively with structured work procedures and good communication among the PONEK team in patient management.Rapid and precise operative management, including laparotomy and cesarean section, has been performed appropriately and according to indications. Intensive management of mothers and babies at Haji Medan Hospital is carried out comprehensively with strict monitoring, and adjustments to interventions are made according to the condition of the mother. High-risk antenatal care services have been implemented through screening results and periodic monitoring, and the implementation of PONEK services at Haji Medan Hospital has been carried out, although there are some obstacles such as limitations in facilities and health human resources. It is hoped that with this research, the hospital will evaluate the quality of services, so that new strategies can be found to improve the quality of PONEK service implementation.
