The Universal Health Coverage (UHC) program is a concrete manifestation of the government's commitment to ensuring the health of every citizen. The UHC program is implemented throughout Indonesia to guarantee the health of all Indonesian citizens. Medan City has been implementing the UHC program since December 1, 2022, under the name Jaminan Kesehatan Medan Berkah (JKMB). The implementation of JKMB requires both theoretical and practical collaboration to achieve its goals and ensure the health protection of all citizens without exception. The collaboration between the Medan City Health Office, the Medan City BPJS Health Office, Regional and Private Hospitals in Medan, Healthcare Facilities, and other relevant Public Service Agencies (OPD) demonstrates the serious commitment of the Medan City Government in ensuring the health of its citizens. However, in practice, there are still issues found related to the JKMB program, such as the claims process and the quality of services received by the community. This study aims to examine the collaboration process carried out by the actors involved in the JKMB program.
This research uses a descriptive research method with a qualitative approach. Data collection was conducted through interviews, observations, documentation, and literature review. The data obtained were analyzed qualitatively using the collaborative governance model by Emerson, Nabatchi, and Balogh (2015), which consists of collaboration dynamics, collaborative actions, and the impacts and adaptations resulting from the collaboration dynamics.
The results of the study indicate that the collaboration carried out in achieving Universal Health Coverage (UHC) in Medan City has met the expectations of the Medan Berkah Health Insurance (JKMB) program which is currently running and can be utilized by every Medan citizen. However, in achieving this, the JKMB Program still requires improvements in claim procedures and also the availability of health services. In implementing the JKMB Program, there are still several obstacles such as a lack of socialization. Shared motivation is formed not only when the JKMB Program is initiated but also during the JKMB Program implementation. Therefore, during the implementation of the JKMB program, significant collaboration between actors is required.
