    Abstract
    The rise of verbal sexual harassment cases in the form of catcalling in public spaces shows that language is not only a means of communication, but can also be a means of psychological oppression, especially against women. This phenomenon is important to study because the utterances made by catcalling perpetrators are often considered as a joke, even though they have a serious impact on the psychological condition of the victim. This thesis examines the form and impact of illocutionary speech in catcalling verbal sexual harassment through psychopragmatic approach. The purpose of the research is to describe the types of illocutionary speech used by catcalling perpetrators and analyze its impact on the psychological condition of the victim, with a focus on female students at the Faculty of Humanities, University of North Sumatra. The method used is descriptive qualitative with data collection techniques in the form of interviews and observations. The results showed that the dominant illocutionary utterances include expressive, directive, and assertive. These utterances cause psychological impacts in the form of fear, discomfort, anger, shame, and decreased selfconfidence. This finding confirms that language in the context of catcalling has a significant psychological impact, and needs attention as part of social and linguistic issues. From the results of this study, it can also be concluded that all catcalling perpetrators feel that it is not sexual harassment. They feel that the words they say are jokes or ordinary jokes. All perpetrators have almost the same response, namely laughing and smiling when they see the victim experiencing the impact of catcalling.
