dc.description.abstractThe circulation of online food and beverage sales has become a challenge in maintaining the quality of food and beverage safety. Therefore, BPOM as a state agency functions to supervise food and beverages distributed online. However, in carrying out its functions, BPOM Medan city faces several obstacles because online sales are dynamic and widespread. The formulation of the problem in this thesis is what provisions are used as a reference by BPOM Medan city in supervising the quality of food and beverages marketed by MSMEs online, what obstacles are faced by BPOM Medan city in supervising the quality of food and beverages marketed by MSMEs online, what solutions to improve BPOM Medan city's ability to supervise the quality of food and beverages marketed by MSMEs online. This research uses normative and empirical legal research methods. Therefore, the data used includes primary, secondary, and tertiary data. Data were collected using library research and field research techniques. Furthermore, the data were analyzed using qualitative data analysis methods. Based on the research results, it was concluded that there are several provisions that serve as reference for BPOM in monitoring law No 18 concering food safety,law No.8 of 1999 on consumer protection, PBPOM No.14 of 2024, PP No.86 of 2019 concerning food safety. There are several obstacles to BPOM Medan City, starting from the inssufficient number of personnel, lack of public communication, and the large number of rogue MSMEs. To overcome the obstacles,BPOM is improving institutional quality by drafting regulations,strengthening SISPOM,using social media,as well as collaborating with external parties such as IDEA, the health service and Medan City MSMEs,public education/socialization.All of these things are used to have an impact on the performance of BPOM Medan City in Monitoring the quality of food and drinks marketed by MSMEs online, so that safety is guarenteed in people lives.
