dc.description.abstractElectricity plays a very important role in people's lives and its management is under the responsibility of PT PLN (Persero). As an electricity service provider, PT PLN (Persero) is obliged to fulfill the rights and provide protection to customers in the event of losses resulting from the use of a product and/or service. The research question in this study is to discuss the legal relationship between electricity meter readers and PT PLN ULP Helvetia, the duties and responsibilities of meter readers and PT PLN (Persero) ULP Helvetia, and the liability of PT PLN (Persero) ULP Helvetia in the event of errors in electricity meter readings. The research method used in this thesis is normative legal research, the nature of the research is descriptive, and the research approach is legislative and conceptual. The data used in this research is primary data collected through interviews with PT PLN (Persero) employees and electricity customers, as well as secondary data. The data collection techniques used were literature study and field research, while the data collection tools used were document study and interview guidelines. Data analysis used qualitative analysis and deductive methods to draw conclusions. The results of the study show that the legal relationship between PT PLN (Persero) ULP Helvetia Medan and meter readers is indirect, as it is based on a cooperation agreement between legal entities and outsourcing companies as labor service providers. The main responsibility of meter readers is to accurately record customer electricity usage, which then forms the basis for calculating customer electricity bills. In the event of an error in recording, officers are obliged to re verify and report it to their superiors. PT PLN (Persero) ULP Helvetia Medan's accountability is manifested through the provision of compensation to consumers who have suffered losses, as well as the provision of easy access to complaint services, both directly at ULP Helvetia Medan and through the PLN Mobile application.en_US
