Peran Unit Pelayanan Perempuan dan Anak Polda Sumut dalam Memberikan Perlindungan Hukum terhadap Anak Korban Kekerasan Seksual secara Inses

Abstract

This research, entitled “The Role of the Women and Children Service Unit (PPA) of the North Sumatra Regional Police in Providing Legal Protection for Child Victims of Sexual Violence in Incest Cases”, aims to analyze the legal protection for child victims of incest, the handling process by the PPA Unit of Polda Sumut, as well as the efforts and obstacles encountered. This study employs a normative juridical method with a statutory approach. The results indicate that legal protection for child victims of incest is regulated under Law Number 35 of 2014 concerning Child Protection, Law Number 12 of 2022 concerning Sexual Violence Crimes, and Law Number 23 of 2004 concerning the Elimination of Domestic Violence. The PPA Unit of Polda Sumut provides protection through investigation mechanisms, psychological assistance, and a humanistic approach, although it still faces several obstacles such as patriarchal culture, family shame, and a lack of qualified support personnel.
