dc.description.abstractThe informal sector is closely related to small-scale economic activities, low productivity, and limited prospects. This results in minimal legal protection and social security coverage for informal workers. Law No. 13 of 2003 on Manpower and Law No. 40 of 2004 on the National Social Security System still provide limited protection. This study employs a normative legal research method to analyze legislation and its relation to increasing the participation of informal sector workers in the Employment Social Security program. BPJS Ketenagakerjaan faces policy gaps due to the absence of specific regulations regarding informal workers. Stakeholder support is needed to formulate policies through the downstreaming of national laws into more specific regional regulations. The government should establish specific provisions for informal workers by involving labor unions and community organizations in policy development, as well as supporting the formulation of local regulations such as in the City of Medan.en_US
