    Abstract
    This study aims to analyze the dynamics of the conflict between tenant farmers and the state- owned plantation company, PT Perkebunan Nusantara III (PTPN III), in Gurilla Subdistrict, Pematang Siantar City. The conflict originates from a land dispute, in which the farmers have long occupied and cultivated land claimed by the company as part of its plantation concession under a Hak Guna Usaha (Right of Cultivation) license. This issue has triggered resistance among the farmers as it directly concerns their livelihood and economic survival. The study employs a qualitative method with a descriptive approach. Data were collected through in-depth interviews, participatory observations, and documentation involving the local community members directly engaged in the conflict. Data analysis was conducted interactively through stages of data reduction, data presentation, and conclusion drawing. The findings indicate that the conflict in Gurilla represents a vertical tension between society and the state through its corporate entity. The farmers’ resistance manifested in various forms, including demonstrations, blocking heavy equipment, and pursuing legal advocacy. Mediation efforts by the government and third parties have yet to produce a satisfactory resolution, causing the conflict to persist. In conclusion, the agrarian conflict in Gurilla reflects structural inequality in the management of agrarian resources in Indonesia. This study is expected to serve as a reflection for both the government and state-owned enterprises in formulating more just, participatory, and sustainable agrarian policies.
