    The Impementation of Health Tourism at Maimun Palace Tourism and Medan Zoo Area as an Effort to Achieve Medan Healthy City in 2025

    Abstract
    Medan City aims to achieve the title of Healthy City by 2025, yet several components, including healthy tourism areas, remain unmet. Maimun Palace and Medan Zoo are potential tourist destinations that require assessment to support this target. This study aims to analyze the implementation of healthy tourism in these two locations, particularly in terms of communication, resources, disposition, and bureaucratic structure, as an effort to achieve Medan Healthy City. A qualitative approach was employed using in-depth interviews and observations, with data analyzed through reduction, presentation, and conclusion drawing based on Edward III’s policy implementation theory. The findings indicate that the implementation of healthy tourism in Maimun Palace and Medan Zoo has not fully met the indicators outlined in the Regulation of the Ministry of Home Affairs and the Ministry of Health No. 34/2005. Key shortcomings include the absence of on-site health services, limited supporting facilities, and suboptimal inter-agency coordination. Major barriers involve ineffective communication, limited human resources and facilities, as well as bureaucratic complexity. Therefore, strong commitment from site managers and local government support are required to strengthen coordination, provide adequate health facilities, and improve hygiene management to ensure compliance with healthy tourism standards. Optimizing cross-sector strategies, enhancing coordination, and ensuring sufficient health infrastructure are essential steps for Medan City to achieve the Healthy City target by 2025.
