This study aims to examine the role of the Digital-Based Personnel Administration
System implemented at the Balai Besar Pelatihan Vokasi dan Produktivitas
(BBPVP) Medan, particularly through the use of the E-Presensi application in
managing employee attendance, overtime, and official travel. This research
employed a descriptive qualitative method with a case study approach. Primary
data were collected through in-depth interviews with employees directly involved in
personnel administration, while secondary data were obtained from relevant
documents and literature. The findings indicate that the implementation of E
Presensi at BBPVP Medan is considered effective in supporting the management of
personnel administration. The application is user-friendly, equipped with complete
features, capable of accelerating administrative processes, minimizing recording
errors, and enhancing transparency, accountability, discipline, and employee
professionalism. The system also simplifies reporting of official travel and overtime,
as well as supports more structured and well-documented performance allowance
calculations. Challenges identified include network disruptions, system
maintenance, and human errors such as forgetting to record attendance. Based on
these findings, it is recommended that developers add an attendance reminder
feature, carry out regular feature updates, improve network stability, and strengthen
training and socialization programs for application usage. Overall, the transition
from a manual to a digital system at BBPVP Medan has proven to increase
efficiency, effectiveness, and the quality of personnel administration services.
