The Community Based Sanitation (Sanimas) program is one of the government’s
initiatives aimed at improving access to adequate sanitation, particularly for low income
communities. This study aims to analyze the implementation of the five phases of project
management by the community in executing the Sanimas program, evaluate the project
duration using the Critical Path Method (CPM), and formulate strategies to minimize the
occurrence of time extensions. The research was conducted in three villages in Langkat
Regency: Lau Damak Village, Ponco Warno Village, and Pekan Sawah Village. The
results indicate that the five phases of project management were generally implemented
in accordance with established procedures. However, delays were experienced during
the construction phase. The CPM analysis identified the project’s critical path as
activities A–B–D–E–G, with a total duration of 47 days. Construction must be completed
within this timeframe to avoid delays. Recommended improvement strategies include
selecting KMP leaders based on competency, developing standardized technical and
managerial training curricula, and providing continuous training for workers. KMP
leaders must ensure that all activities adhere to the critical path to prevent delays and
enhance coordination with material suppliers to avoid disruptions in delivery. These
measures aim to optimize resource allocation, minimize time extensions, and support the
efficient and sustainable implementation of the Sanimas program.
