Abstract

Many incidents or criminal acts murder, wheter intentional or unintentional, still occur in society.Intentional Killings often arise from disputes or universally recognized human rights. This research aims to examine the role of the polie specifically the Belawan Port Police in handling cases of premeditated murder. This research employs a normative lega lresearh method that is descriptive, analytical, and prospective in nature. The research was conducted byreviewing laws and regulation related to the crime of murder, which were then systematized using secondary legal sources, including literature studies and relevant legal documents. These were supported by empiricaldata collected within the jurisdiction of the Belawan port P{olice in handling premeditated murder includes adhering to legal guidelines during the investigation process, there remains the potential for abuse or misuse of authority for particular intersts. Factors hindering the police in handling premeditated murder at the Belawan Port Police include jurisdictional constraints between Medan City and Deli Serdang Regency, investigators lack of experience, limited budgets, inadeguate facilities and infrastructure, and low public awareness regarding the preservation of crime scenes. Police efforts to address obstacles in handling the murder case at the Belawan Subregional Police Headguarters include conducting preempite legal awareness campaigns for the public, coordinating with relevant agencies to reguest assistance for investigative funds and infrastructure, and enhancing training for investigators involved in such case.
