Analisis Proses Penyusunan Rencana Pembangunan Jangka Menengah Desa Periode 2020-2025 Di Desa Kota Baru Kecamatan Tapung Hilir Kabupaten Kampar Provinsi Riau

Abstract

The Village Medium-Term Development Plan (RPJMDes) is a crucial document that outlines policy directions, programs, and development priorities for villages over six years. This document serves as the basis for village governments to prepare annual work plans, ensuring that development aligns with community needs. The purpose of this study is to describe and analyze how the RPJMDes preparation process takes place, the extent of government involvement, and to assess its compliance with Permendagri No. 114 of 2014. The research method used a descriptive qualitative approach with data collection techniques through interviews, observation, and documentation. Research informants were determined using purposive sampling techniques, consisting of village heads, BPD chairpersons, chairpersons and secretaries of the RPJMDes drafting team, hamlet heads, and community members. Data and information were analyzed based on John Friedmann's theory of planning, which emphasizes four main elements: consideration of socioeconomic issues, future orientation, the relationship between goals and decision-making, and comprehensive policies. The results of the study show that the process of preparing the RPJMDes in Kota Baru Village has largely followed the regulations, but still faces obstacles in the form of limited human resources, low community participation, and weak communication. The recommendations proposed include increasing the capacity of village officials, strengthening inclusive community participation, and improving communication so that the RPJMDes can become an effective and long-term development instrument.
