    Abstract
    Over the past three decades, there has been a significant epidemiological shift from communicable diseases to non-communicable diseases (NCDs). NCDs such as heart disease, stroke, cancer, and diabetes are now the leading causes of death globally, accounting for approximately 41 million deaths each year, or 74% of all deaths worldwide. In response to this growing health burden, the Indonesian government has implemented community-based initiatives such as the Integrated Development Post (Posbindu) for NCDs. Posbindu PTM is a community empowerment effort that promotes early detection and monitoring of NCD risk factors through active participation, under the supervision of public health centers and the local health office. This study aims to describe the management of the Posbindu PTM program in the working area of Puskesmas Padang Bulan, Medan City. The research employed a qualitative descriptive method and was conducted in July 2025. A total of seven informants participated in this study, including the coordinator of the NCD control program (P2PTM) and Posbindu PTM cadres from six sub-areas: Petisah Hulu, Babura, Darat, Merdeka, Padang Bulan, and Titi Rantai. Data were collected through in-depth interviews and analyzed using data reduction, data presentation, and conclusion drawing techniques. The results showed that the planning aspects of the Posbindu PTM program were generally adequate in terms of human resources, infrastructure, and program objectives. However, cadre training was identified as an area needing improvement. The program currently lacks dedicated funding, with available funds only covering transportation expenses. Nevertheless, the implementation and supervision of Posbindu PTM activities were found to be running smoothly and in line with existing plans. Suggestions to Puskesmas Padang Bulang are expected to allocate specific funding for the Posbindu PTM program and provide regular training for both health and non-health personnel to enhance program understanding and effectiveness.
