This study aims to analyze the implementation of goods and services procurement
through electronic procurement (e-procurement) at PT Angkasa Pura Aviasi using
the Importance Performance Analysis (IPA) method. This research employs a
quantitative descriptive approach, focusing on analyzing the levels of importance
and performance to determine aspects that need improvement within the eprocurement
system. The research population includes internal company parties
involved in the procurement process and external goods/service providers
registered in the e-procurement system. The sampling technique uses saturated
sampling for internal respondents and simple random sampling covering 10% of
total active vendors for external respondents. Data were collected through
interviews, observations, and Likert scale-based questionnaires, then analyzed
descriptively and quantitatively using the IPA method through the stages of editing,
coding, tabulating, and scoring. The findings indicate that the implementation of eprocurement
has been carried out effectively but still requires improvements in
several areas. In terms of efficiency, the system is not yet fully automated due to the
presence of manual processes that slow down operations. Regarding effectiveness,
improvements are needed in human resource competency and IT system reliability.
The competitive aspect should be strengthened by increasing vendor participation,
particularly from micro, small, and medium enterprises (MSMEs). Transparency
and fairness have been well implemented, although further enhancement of public
reporting channels and communication of evaluation results is necessary.
Meanwhile, accountability requires better integration of vendor performance
assessments and digital audit systems. Overall, the e-procurement system at PT
Angkasa Pura Aviasi has supported the principles of efficient, effective,
competitive, transparent, fairness, and accountable procurement, yet further
digitalization and governance improvements are essential to achieve optimal
performance
