This thrifting ban policy was issued by the government as an effort to protect the domestic textile industry, maintain public health, and prevent the entry of illegal imported goods. However, in practice, the implementation of the policy is faced with various challenges, including the rise of second-hand clothing trade in traditional markets and complaints from thrifting businesses. This research aims to find out and analyse the role of the North Sumatra Provincial Industry and Trade Office in supporting the implementation of the thrifting ban policy through the supervision of the import of used clothing in Medan City.
This research uses a qualitative method with a descriptive approach. Data collection techniques are carried out through interviews, observations, documentation, and bibliography. The research location coincides with the North Sumatra Provincial Industry and Trade Office. The informants in the research consist of Disperindag, thrifting business actors, and the surrounding community.
The research results show that Disperindag has an important role as a policy implementer in the region, especially in conducting socialisation, supervision, and cross-agency coordination. In addition, Disperindag also functions as a government communication tool in conveying information to the community as well as accommodating the aspirations of business actors. However, the effectiveness of policy implementation is still hindered by limited supervision, lack of thorough socialisation, and the availability of concrete solutions for affected business actors. Thrifting business actors also complained about the impact of policies on their income and difficulties in finding alternative businesses. Therefore, it is necessary to improve the government's communication strategy, strengthen supervision, and provide alternative solutions for business actors so that the thrifting ban policy can run effectively, be accepted by the community, and not harm small economic groups.
