Analisis Kapasitas Organisasi Direktorat Reserse Siber (Ditressiber) Polda Sumut dalam Penindakan dan Pencegahan Judi Online

Abstract

The development of information technology has led to a significant increase in online gambling practices, posing serious challenges to public order and security. In North Sumatra Province, this phenomenon has become a critical issue for the Cyber Crime Directorate (Ditressiber) of the North Sumatra Regional Police as the implementing institution for cyber law enforcement at the regional level. Although regulations governing online gambling have been established, the implementation of enforcement and prevention efforts continues to face various constraints related to organizational capacity. This study aims to analyze the organizational capacity of the Cyber Crime Directorate of the North Sumatra Regional Police in enforcing and preventing online gambling crimes, as well as to identify the internal and external challenges encountered. This research employs a qualitative method, with data collected through interviews, observations, and documentation. Data analysis is conducted using Horton’s organizational capacity framework, which includes human resources, physical resources, strategic leadership, programs and process management, and networking and partnerships. The findings indicate that the organizational capacity of the Cyber Crime Directorate has been implemented in accordance with existing structures and procedures; however, it has not yet been fully optimal. Limitations in the number and technical competence of human resources, inadequate infrastructure and technological support, and the complex, dynamic, and transnational nature of online gambling crimes constitute the main challenges. Therefore, continuous strengthening of organizational capacity is necessary to enhance institutional performance in the enforcement and prevention of online gambling crimes.
