    Abstract
    Waste management is an environmental issue that requires integrated handling, particularly at the final processing stage, due to its potential impacts on the environment and public health. This study aims to analyze the waste management system at the Final Disposal Site (TPA) of Siarang-arang Village, Tarutung Subdistrict, North Tapanuli Regency, covering aspects of waste sorting, collection, transportation, processing, final disposal, availability of human resources, infrastructure, financing, and community perceptions. This study employed a descriptive method with a qualitative approach. Data were collected through field observations, in-depth interviews with the Environmental Agency (DLH), landfill officers, and surrounding communities, and were supported by relevant secondary data from related institutions. The results indicate that the waste management system at the Siarang-arang Village landfill has not been optimally implemented. The waste transportation capacity has not been able to keep pace with the increasing volume of waste generated daily, while waste sorting and reduction activities remain very limited. The sanitary landfill method has not been sustainably applied, and waste management is still dominated by an open dumping system due to limitations in infrastructure, human resources, and budget allocation. In addition, the capacity of the waste cells has exceeded their designated limits, increasing the risk of environmental pollution such as unpleasant odors, noise disturbances, and scattered waste around the landfill area and along access roads. Waste collection fees have been implemented proportionally; however, they have not fully supported operational financing. Therefore, improvements in infrastructure, continuous environmental impact control, and the implementation of waste management based on the principles of reduce, reuse, and recycle (3R) are required to achieve a more effective, environmentally friendly, and sustainable landfill management system and to support improvements in community environmental quality.
