This study examines the history of Penatapen Doulu in Karo Regency during the period
1980–2019. The purpose of this research is to describe the condition of the area before
1980, the development that occurred between 1980 and 2019, and its contribution to
improving the welfare of the surrounding community. This research employs historical
methods, including heuristics, source criticism, interpretation, and historiography. Data
were collected through interviews with business owners and local residents, as well as
literature studies. The findings indicate that before 1980, Penatapen Doulu functioned
primarily as a resting place for drivers and vegetable traders traveling along the Medan–
Berastagi route. At that time, the area had not yet emerged as a tourist destination but
served merely as a stopover where people could enjoy warm beverages and simple foods
such as boiled corn. Beginning in 1980, the area’s natural potential including scenic views,
cool air, and a strategic location encouraged Ginting Munte to pioneer more organized
trading activities. The development of Penatapen Doulu from 1980 to 2019 was marked by
the expansion of business areas, an increase in the number of traders, the construction of
permanent stalls, and a wider variety of services offered. The presence of Penatapen Doulu
during this period made a significant contribution to the community, particularly in the
economic sector through increased opportunities for buying and selling activities and the
provision of employment, as well as through the development of public facilities and
environmental empowerment that created a productive public space. Thus, Penatapen
Doulu not only developed as a tourist area but also became a driving force for the
improvement of local community welfare.
