This study aims to describe the public perception of Batu Aji Subdistrict
residents toward the leadership of Batam Mayor Muhammad Rudi during the 2021–
2024 period. Local leadership plays a strategic role in directing regional
development and improving the quality of public services; therefore, public
perception serves as an important indicator in assessing leadership effectiveness
and political legitimacy at the local level. This research employed a descriptive
quantitative approach using a survey method. Data were collected through
questionnaires distributed to 100 respondents selected using purposive and
accidental sampling techniques. The research instrument was developed based on
Kouzes and Posner’s leadership model, which consists of five dimensions: Model
the Way, Inspire a Shared Vision, Challenge the Process, Enable Others to Act, and
Encourage the Heart. Data were analyzed using descriptive statistical techniques
by calculating mean scores. The results indicate that overall public perception of
Mayor Muhammad Rudi’s leadership falls within the good category, with an
overall mean score of 3.99 on a five-point scale. The highest-rated dimension was
Inspire a Shared Vision with a mean score of 4.03, while the lowest-rated dimension
was Challenge the Process with a mean score of 3.95. These findings suggest that
the mayor’s leadership is perceived as effective in communicating development
visions and building public trust, although challenges remain in policy innovation
and citizen participation. This study is expected to contribute to local government
evaluation efforts in strengthening participatory and responsive leadership.
