dc.description.abstractBinjai City is one of the regions in North Sumatra that has considerable tourism potential. However, the development of tourism in Binjai City still faces a number of challenges. In this context, pentahelix collaboration is important to encourage sustainable and competitive tourism development. This study aims to explore the roles of the five main actors in the pentahelix model in tourism development and to identify the challenges in tourism development in Binjai City. This research uses a qualitative approach conducted in Binjai City by employing data collection techniques through interviews, observation, and documentation. The results show that the government plays a role as a facilitator and regulator, academics contribute through research and policy recommendations, business actors strengthen the tourism economic sector, the media functions in promotion and image building, while the community plays a role in preserving culture and mobilizing public participation. Nevertheless, there are still obstacles in the form of limited regulations, infrastructure, promotion, budget, human resources, and local community capacity. Therefore, tourism development in Binjai City requires stronger synergy among pentahelix actors to create an inclusive, innovative, and sustainable tourism ecosystem.en_US
