This study discusses Floating Net Cages (FNC) in Silalahi III Village, Silahisabungan Subdistrict, Dairi Regency. The purpose of this study is to explain the background of the existence of floating net cages in Silalahi III Village in 2006, their development up to 2013, and their contribution to improving the welfare of the local community during the period 2006-2013. This research is a qualitative study using a historical method approach, which includes four stages: heuristics, source criticism, interpretation, and historiography. Primary data were obtained through interviews with floating net cage business actors, local community members, and local government officials who are knowledgeable about the history and development of floating net cages in the area. Meanwhile, secondary data were obtained from books, research reports, journals, theses, and online sources discussing floating net cage aquaculture in the Lake Toba region. The results of the study indicate that floating net cages existed in Silalahi III Village in 2006 and experienced development until 2013. This development was driven by the increasing interest of the community in cultivating tilapia and common carp using floating net cages, which contributed to the local economy of Silalahi III Village through increased income and the creation of new employment opportunities. Thus, floating net cages play an important role in improving community welfare and have become one of the main livelihoods in Silalahi III Village.
