This study analyzes the human resource development strategy in the Perum Perumnas Apartment Samesta Sentraland Medan Project through the Balanced Scorecard (BSC) approach to obtain a comprehensive understanding of the effectiveness of human resource management in the project environment. The research was carried out with a qualitative descriptive method through in-depth interview techniques, field observations, and document analysis, so as to be able to describe the actual conditions related to the implementation of training, competency needs, and managerial support. The results of the study show that the implementation of HR development strategies still tends to be reactive and focuses more on meeting short-term operational needs, so that employee competency improvement has not been evenly distributed. Various factors that affect the success of human resource development include individual motivation, work culture, effectiveness of internal communication, availability of training facilities and infrastructure, and workload stability, which overall affect the team's ability to meet set operational standards. The implementation of the Balanced Scorecard reveals that the Learning and Growth perspective makes the most significant contribution in encouraging the improvement of internal business processes, improving the quality of service to customers, and the cost efficiency of work implementation. The findings of this study emphasize the importance of providing more measurable competency assessment instruments, the determination of systematic performance indicators, and the application of consistent evaluation mechanisms as the basis for strengthening human resource development. The research recommendations emphasize the need to prepare a human resource development roadmap that is integrated with the four perspectives of the Balanced Scorecard so that project performance improvement can be achieved in a more structured and sustainable manner.
