Playgrounds as part of the tourism business have a high risk to the safety of visitors so they require strict supervision from the manager. Various accident cases show that there is weak supervision and non-optimal implementation of standard operating procedures. This study aims to find out the regulation of supervision obligations carried out by the manager of the playground to avoid the occurrence of accidents, to find out the implementation of supervision carried out by the manager of the playground to avoid the occurrence of accidents, to find out the responsibility of the manager of the playground to the consumers who experience accidents. This study uses normative juridical law research methods supported by field research using primary, secondary, and tertiary legal materials and is descriptive, namely with a statute approach and a concept approach. The data collection techniques in this thesis used library research and field research with interviews with the Night Market Manager and the Medan City Tourism Office and analyzed qualitatively. The results of the study show that the obligation to supervise the management of playgrounds has been regulated in Law Number 10 of 2009 concerning Tourism, Law Number 8 of 1999 concerning Consumer Protection, and Regulation of the Minister of Tourism and Creative Economy Number 4 of 2021. However, these arrangements are still general and have not provided clarity regarding technical supervision standards and effective sanctions for managers' negligence. In its implementation, supervision carried out by the management of playgrounds still faces various obstacles, both internal and external. Therefore, it is necessary to strengthen regulations, increase supervision, and legal awareness of managers so that consumer protection in the tourism sector of playgrounds can be realized effectively and fairly.
