dc.description.abstractIllegal land cultivation by the community frequently occurs, particularly on plantation and forestry lands that constitute corporate or state assets. Plantation area conflicts have also been experienced by PTPN IV Regional I, which acts as a StateOwned Enterprise (BUMN). PT Perkebunan Nusantara IV Regional I (PTPN IV Regional I) is a State-Owned Enterprise engaged in the management, processing, and marketing of plantation commodities. The formulation of problems in this thesis includes: the legal basis for securing state assets in the form of reclaiming state-owned land in accordance with the applicable laws and regulations in Indonesia; the legal policies undertaken by PTPN IV Regional I in efforts to reclaim state-owned land assets; and the outcomes of legal efforts to reclaim state-owned land assets carried out at Kebun Bangun of PTPN IV Regional I. The research method used in completing this thesis is normative-empirical legal research, which positions law as the object of study and utilizes data sources based on interview results. The data collection technique employed is library research. The data analysis method applied in this research is qualitative analysis. Based on the results of this study, it can be concluded that the outcome of the occupation/reclamation of land carried out by PTPN IV Regional I against the Kebun Bangun asset as referred to in Right of Cultivation Title (HGU) No. 1/Pematang Siantar City, dated January 24, 2006, covering an area of 126.59 hectares, was the provision of Suguh Hati(compensation) to the community members who had previously cultivated the land and were willing to vacate the land voluntarily. Furthermore, PTPN IV Regional I was able to optimize the utilization of the Kebun Bangun asset by resuming plantation activities after the occupation/reclamation process was completed.en_US
