dc.description.abstractAs a new party in the elections, the level of Golkar's victory in the elections in 1971 shocked many parties including the government. Golkar won 62.8% of the votes, won 236 (65.6%) of the total 360 seats in the DPR (House of people's representatives) that were contested. Golkar won the most votes in all provinces, beating the vote gained by non-government parties. Only in North Sumatra, Golkar's vote reached 70% of 2,546,564 total votes. Even in Medan, Golkar is superior to other parties with 50% of the vote. Golkar's success in gaining the most votes is more the result of the government's Election strategy than Golkar's own capabilities and resources. This qualitative research uses critical historical methods, starting from heuristics, criticism, interpretation and historiography systematically in accordance with the theory of scientific writing theory. The materials used were obtained through arrip studies and literature. The research archive study was conducted by visiting the Archives of the Republic of Indonesia (ANRI), and the Harian Waspada archive in Medan. This research shows that, the New Order dominated power of the Army uses Joint Secretariat of Golkar as a political machine to defend military interests. Towards the end of 1965, there were only 64 organizations incorporated in the Golkar Joint Secretariat. The amount then increased to 262 organizations in 1967. After the Joint Secretariat of Golkar at the national level was reorganized, the Joint Secretariat of Golkar in the city of Medan also experienced consolidation and management of the Joint Secretariat of Golkar in the city of Medan, mostly held by the Army. In the city of Medan, the power of Golkar's strength isn't so strong when compared to the various forces of political parties that have already taken root in the city of Medan. The government uses the resources of the Ministry of Home Affairs, Defense and Security, and Opsus Ali Murtopo to regulate Golkar's victory. Security and Order Forces Command (KOPKAMTIB) is tasked with screening candidates for all parties and disqualifying many candidates because they aren't politically trusted. Amir Mahmud, Minister of Home Affairs was responsible for managing the bureaucracy and mandating the Mayor of Medan and the Governor of North Sumatra to withdraw the votes in a predetermined amount. With all the power of government support, Golkar has succeeded in winning the 1971 elections in the city of Medan.en_US

Golkar memperoleh 62,8% suara, memenangkan 236 (65,6%) dari total 360 kursi di DPR yang diperebutkan. Golkar meraih suara terbanyak di semua provinsi, mengalahkan perolehan suara partai-partai non-pemerintah. Di Sumatera Utara saja, perolehan suara Golkar mencapai 70% dari 2.546.564 total suara. Bahkan di Medan, Golkar lebih unggul dari partai-partai lain dengan perolehan 50% suara. Kesuksesan Golkar meraih suara terbanyak lebih merupakan hasil strategi Pemilu pemerintah dari pada kemampuan dan sumber daya Golkar sendiri. Penelitia kualitatif ini menggunakan metode sejarah kritis, dimulai dari heuristik, kritik, interpretasi dan historiografi secara sistematis sesuai dengan teori teori penulisan ilmiah. Bahan bahan yang digunakan diperoleh melalui studi arrip dan kepustakaan. Studi arsip penelitian dilakukan dengan mengunjungi lembaga Arsip Republik Indonesia (ANRI), dan arsip Harian Waspada di Medan Penelitian ini menunjukkan bahwa, kekuasaan Orde Baru yang didominasi Angkatan Darat menggunakan Sekber Golkar sebagai mesin politik untuk mempertahankan kepentingan militer. Menjelang akhir 1965, baru ada 64 organisasi yang tergabung dalam Sekber Golkar. Jumlah itu kemudian meningkat mencapai 262 organisasi pada 1967. Setelah Sekber Golkar di tingkat nasional direorganisasi, Sekber Golkar di kota Medan juga mengalami konsolidasi dan kepengurusan Sekber Golkar di kota Medan sebagian besar dipegang oleh Angkatan Darat. Di Kota Medan, sumber daya kekuatan Golkar tidak begitu kuat bila dibandingkan dengan berbagai kekuatan partai politik yang sudah terlebih dahulu mengakar di kota Medan. Pemerintah menggunakan sumber daya Departemen Dalam Negeri, Hankam, dan Opsus Ali Murtopo untuk mengatur kemenangan Golkar. Kopkamtib ditugaskan menyaring kandidat semua partai dan mendiskualifikasi banyak kandidat karena tidak dipercaya secara politik. Amir Mahmud Menteri Dalam Negeri yang bertanggung jawab mengurus birokrasi serta memberi mandat kepada Walikota Medan dan Gubernur Sumatera Utara untuk menarik suara dalam jumlah yang sudah ditentukan. Dengan segala kekuatan dukungan pemerintah, Golkar telah berhasil memenangkan pemilu 1971 di kota Medan.en_US
