Abstract

LUKAS HARIMAO. Analisis Dampak Penerapan Sekolah Lapang -Pengelolaan Tanaman Terpadu (SL-PTT) Padi Sawah (Studi Kasus: Kec. Gomo Kab. Nias Selatan). Di bawah bimbingan Ir. Diana Chalil, M.Si, Ph.D sebagai ketua dan Dr.Ir. Mhd. Buchari Sibuea, M.Si sebagai anggota. Sejalan dengan perkembangan ilmu pengetahuan dan teknologi, Badan Litbang Kementerian Pertanian telah menghasilkan dan mengembangkan pendekatan Pengelolaan Tanaman Terpadu (PTT), yang ternyata mampu meningkatkan produktivitas padi serta lebih efisien. Dalam upaya pengembangan PTT secara nasional, Departemen Pertanian meluncurkan Program Sekolah Lapang Pengelolaan Tanaman Terpadu (SL-PTT) yang difokuskan pada daerah yang produktivitas pertaniannya masih rendah. Salah satu daerah yang produktivitas padi sawah masih rendah adalah Kecamatan Gomo Kabupaten Nias Selatan. Oleh karena itu perlu diteliti bagaimana dampak pelaksanaan SL-PTT tersebut. Tujuan dari penelitian ini adalah untuk menganalisis dampak sebelum dan setelah penerapan SL-PTT terhadap biaya produksi, produksi dan pendapatan petani padi sawah, dan untuk menganalisis bagaimana tingkat kontinuitas penerapan komponen teknologi PTT. Data yang digunakan adalah data primer dengan instrumen kuesioner. Jumlah responden adalah 61 (enam puluh satu) petani. Metode analisis yang digunakan untuk menganalisis dampak penerapan SL-PTT adalah analisis uji beda rata-rata dua sampel berpasangan. Sedangkan untuk menganalisis tingkat kontinuitas digunakan analisis deskriptif. Hasil analisis menunjukkan: (1) Penerapan SL-PTT padi sawah di Kecamatan Gomo secara signifikan berdampak terhadap biaya produksi usahatani padi sawah. Ditunjukkan oleh adanya perbedaan yang siginifikan antara biaya produksi padi sawah sebelum dan sesudah SL-PTT. Biaya produksi pada sawah di Kecamatan Gomo setelah mengikuti SL-PTT lebih besar dibandingkan dengan sebelum mengikuti SL-PTT; (2) Penerapan SL-PTT padi sawah di Kecamatan Gomo secara signifikan berdampak terhadap produksi usahatani padi sawah. Dampak ini ditunjukkan oleh adanya perbedaan yang siginifikan antara produksi padi sawah sebelum dan sesudah SL-PTT. Produksi padi sawah di Kecamatan Gomo setelah mengikuti SL-PTT lebih tinggi dibandingkan dengan sebelum mengikuti SL-PTT; (3) Penerapan SL-PTT padi sawah di Kecamatan Gomo secara signifikan berdampak terhadap pendapatan petani padi sawah. Hal ini ditunjukkan oleh adanya perbedaan yang siginifikan antara pendapatan petani padi sawah sebelum dan sesudah SL-PTT. Pendapatan petani padi sawah di Kecamatan Gomo setelah mengikuti SL-PTT lebih tinggi dibandingkan dengan sebelum mengikuti SL-PTT; (4) Indeks Kontinuitas penerapan komponen teknologi SL-PTT padi sawah di Kecamatan Gomo Kabupaten Nias Selatan pada tahun 2015 termasuk dalam kategori Cukup Kontinu.

Diana Chalil, M.Si, Ph.D as the Head of Supervisor and Dr. Ir. Mhd. Buchari Sibuea, M.Si as the member of Supervisory Committee. In line with the development of science and technology, Research and Development Agency of Ministry of Agriculture has produced and developed the approach of Integrated Crop Management (PTT), which was able to increase rice productivity and more efficient. In developing the national PTT, the Ministry of Agriculture launched the Program of Integrated Crop Management Field School (SL-PTT) that is focused on the areas agricultural productivity is still low. One of the areas that is still low of wetland rice productivity is Subdistrict Gomo, District South Nias. Therefore, it is necessary to study how the impact of the implementation of SL-PTT. The purpose of this research was to analyze the impact before and after the application of SL-PTT to the cost of production, production and income farmers, and to analyze how the level of continuity of application of PTT technology components. The data used are primary data questionnaire. The number of respondents is 61 (sixty one) farmers. Analytical method that used to analyze the impact of SL-PTT is the Compare Means Model with Paired Sample T-Test.To analyze the continuity index use descriptive analyze method. The analysis result showed: (1)Appication of SL-PTT on wetland paddy farm at Gomo Subdistrict was impacted to the cost production significantly. It is showed by the difference between the cost of production of wetland paddy before and after the SL-PTT is significant. The cost of production in wetland paddy at Gomo Subdistrict after following the SL-PTT higher than before following the SL-PTT; (2) Appication of SL-PTT on wetland paddy farm at Gomo Subdistrict was impacted to the production significantly. It is showed by the difference between the cost of production of wetland paddy before and after the SL-PTT is significant. Rice production at Gomo Subdistrict after following the SL-PTT higher than before following the SL-PTT; (3) Appication of SL-PTT on wetland paddy farm at Gomo Subdistrict was impacted to the farm income significantly. It is showed by the difference between the farmers income of wetland paddy before and after the SL-PTT is significant. Income of rice farmers at Gomo Subdistrict after following the SL-PTT higher than before following the SL-PTT; (4)Continuity Index application of PTT technology components on wetland paddy at Gomo Subdistrict, Nias Selatan District in 2015 are included in the category of Simply Continuous.
