    Imlementasi Kebijakan Standar Pelayanan Publik dalam Meningkatkan Mutu Pelayanan di Bandara Internasional Sisingamangaraja XII

    Abstract
    Bandara merupakan pintu gerbang masuk ke suatu daerah, wilayah, atau negara dan telah menjadi sarana pokok sektor transportasi udara. Bandara Internasional Sisingamangaraja XII berstatus sebagai Badan Usaha Milik Negara (BUMN) di bawah naungan PT Angkasa Pura II memiliki tanggungjawab dalam memenuhi kebutuhan publik. Sebagai wujud komitmen kepada pengguna, Bandara Internasional Sisingamangaraja XII membuat kebijakan standar pelayanan publik. Dalam implementasi kebijakan standar pelayanan publik terdapat beberapa masalah dalam hal pelayanan publik. Penelitian ini bertujuan untuk mengetahui imlementasi kebijakan standar pelayanan publik di Bandara Internasional Sisingamangaraja XII. Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif.dalam mengumpulkan data, peneliti menggunakan metode wawancara, observasi, dokumentasi dan kepustakaan. Berdasarkan hasil penelitian melalui wawancara dan observasi, diketahui bahwa implementasi kebijakan standar pelayanan publik di Bandara Internasional Sisingamangaraja XII berupa kepuasan pengguna jasa dari segi penyedian fasilitas e-digital diantaranya efisiensi, ketersediaan fasilitas, standar dan sesuai dengan sasaran, ketersediaan sumber daya, karakteristik badan pelaksana, kondisi ekonomi, sosial dan politik. Namun, masih terdapat beberapa kendala yaitu kurangnya koordinasi dengan organisasi terkait, dan koordinasi dengan kemitraan yang belum efektif, dan dampak politik tentang penolakan pergantian nama bandara.
     
    The airport is the gateway to an area, region, or country and has become a staple of the air transportation sector. Sisingamangaraja XII International Airport as a State-Owned Enterprise (BUMN) under the auspices of PT Angkasa Pura II has a responsibility in meeting public needs. As a form of commitment to users, Sisingamangaraja XII International Airport makes a standard public service policy. In implementing public service standard policies there are several problems in terms of public services. This study aims to determine the implementation of standard public service policies at Sisingamangaraja XII International Airport. This study uses a descriptive research method with a qualitative approach. In collecting data, researchers used the method of interview, observation, documentation and literature. Based on the results of the study through interviews and observations, it is known that the implementation of standard public service policies at Sisingamangaraja XII International Airport in the form of service user satisfaction in terms of providing e-digital facilities including efficiency, availability of facilities, standards and in accordance with objectives, availability of resources, characteristics of implementing agencies economic, social and political conditions. However, there are still several obstacles, namely lack of coordination with related organizations, and coordination with partnerships that have not been effective, and the political impact of refusing airport changes.
