    Implementasi Lean Proses untuk Menurunkan Lamanya Pelayanan Bongkar Muat pada Belawan International Container Terminal (BICT)

    Abstract
    Tingginya waktu pelayanan pelabuhan Belawan International Container Terminal mengakibatkan tingginya biaya logistik. Hal ini tidak sesuai dengan yang diharapkan pemerintah. Salah satu cara untuk mengatasinya dapat dilakukan melalui lean process. Lean berfokus pada identifikasi dan eliminasi aktivitas-aktivitas yang tidak bernilai tambah dalam desain, produksi (untuk bidang manufaktur) atau operasi (untuk bidang jasa) dan supply chain management yang berkaitan langsung dengan pelanggan. Dari penelitian terhadap proses pelayanan impor di pelabuhan BICT menggunakan Valsat dan VSM, diketahui bahwa kegiatan yang dapat dihilangkan atau dikurangi yaitu aktivitas administrasi dan waiting. Kegiatan non value added dan necessary non value added berkurang dari 2370 detik (74%) % menjadi 878 detik (50%). Sedangkan persentase value added meningkat dari 27% menjadi 50%. Dwelling time impor dapat diturunkan dari 72 jam 53 menit 46 detik menjadi 24 jam 28 menit 54 detik.
     
    The high time of port services has resulted in high logistics costs. This is not in accordance with the government's expectations. One way to overcome this can be done through lean technology. Lean focuses on identifying and eliminating non-value added activities in design, production (for manufacturing) or operations (for services) and supply chain management that is directly related to customers. From research on the import service process at BICT port using Valsat and value stream mapping, it is known that activities that can be eliminated or reduced are administrative activity and waiting. Non value added and necessary non value added activities decreased from 2370 seconds (74%)% to 878 seconds (50%). While the percentage of value added increased from 27% to 50%. Import dwelling time can be reduced from 72 hours 53 minutes 46 seconds to 24 hours 28 minutes 54 seconds.
