Analisis Optimalisasi Lahan Kosong PD. Pembangunan Pemerintah Kota Medan di Area Kebun Binatang

Abstract

Penelitian ini bertujuan untuk mengetahui pemanfaatan optimal suatu lahan dengan analisis Highest and Best Use (HBU)atas beberapa alternatif pilihan penggunaan lahan. Dari total ±15Ha lahan kosong di Kebun Binatang Medan, yang menjadi objek penelitian sesuai prinsip-prinsip Highest and Best Use (HBU) dan tujuan penggunaan sesuai market survey dari penelitian ini adalahlahan seluas ± 1 (Satu) Ha yang terletak di arah Barat area Kebun Binatang Medan. Hasil analisis HBU menunjukkan bahwa pemanfaatan lahan kosong seluas ± 1 (Satu) Ha milik PD. Pembangunan Pemerintah Kota Medan yang terletak di area Kebun Binatang Medan dengan peruntukkan sebagai Arena Outbond, Arena Camping Ground dan penggunaan campuran antara Arena Outbond danArena Camping Ground, sudah sesuai dengan kaidah-kaidah dalam konsep TheHighest and Best Use (HBU). Dari ketiga alternatif pilihan penggunaan, bahwa alternatif pengggunaan campuran sebagai Arena Outbond, Arena Camping Ground merupakan penggunaan yang paling layak berdasarkan analisisCapital Budgeting.Perhitungan berdasarkan metode payback period menunjukkan bahwa jangka waktu pengembalian investasi adalah 4,9 bulan untuk penggunaan sebagai Arena Outbond danArena Camping Ground, menghasilkan Net Present Value (NPV) positif dengan nilai Rp.9.079.633.858,- atau Sembilan Milyar Tujuh Puluh Sembilan Juta Enam Ratus Tiga Puluh Tiga Ribu Delapan Ratus Lima Puluh Delapan Rupiah, perhitungan Profitability Index (PI) menghasilkan nilai lebih 6.18 yang artinya penggunaan sebagai Arena Outbond danArena Camping Ground dapat diterima karena nilai PI > 1.Berdasarkan kajian pengunaan tertinggi dan terbaik, sebaiknya pemilik lahan dalam hal ini Pemerintah Kota Medan dapat memasukkan hasil kajian ini dalam prioritas rencana pengembangan Kebun Binatang Medan, sehingga hasil penelitian dapat terealisasikan.

The objective of the research was to find out the optimal use of a plot of land by using the Highest and Best Use (HBU) analysis with some alternatives of land use. Of 15 hectares of unused land in the Medan Zoo, the research object was ini accordance with the HBU and the purpose of its use was in accordance with the market survey, the land in the area of 1 (one) hectare, located in the western part of the Medan Zoo. The result of the HBU analysis showed that the use of unused lad in the area of 1 (one) hectare owned by PD Pembangunan of Medan City Administration in the area of Medan Zoo used as the Outbond and Camping Ground arenas and the mixture of Outbond arena and Camping Ground arena had been in accordance with the principles found in the HBU concept. Of the three alternative in using the land, the use of he mixture of Ooutbond arena and Camping Ground arena was the most feasible, based on Capital Budgeting. The calculatoin based on payback period method, showed that the time period of paying back the investment was 4.9 month for both arenas which produced positive Net Present Value (NPV) at the value of Rp. 9.079.633.858 (nine billion seventy nine million six hundred thirty three thousand eight hundred fifty eight rupiahs), the calculation of Profitability Index (PI) showed the value of 6.18 which indicated that the use of both arenas could be accepted because PI-value> 1. Based on the study on the highest and the best use of the land, it is recommended that its owner, the Medan City Administration, include this research in the prority to the development plan of Medan Zoo so that the result can be realized
