    Pengaruh Restrukturisasi Organisasi Terhadap Kinerja Pegawai pada Dinas Perumahan dan Kawasan Permukiman Provinsi Sumatera Utara

    Abstract
    Peraturan baru yang ditetapkan oleh pemerintah mengharuskan Dinas PKP untuk melakukan reformasi struktur organisasi, sehingga akan mempengaruhi kinerja pegawai Dinas PKP yang sebelumnya dengan struktur organisasi yang lama. Tujuan penelitian ini menganalisis faktor yang paling berpengaruh yang menyebabkan penurunan kinerja pegawai setelah restrukturisasi pada Dinas PKP. Menggunakan metode penelitian kuantitatif. Populasi didalam penelitian ini adalah Pegawai pada Dinas PKP, dengan sampel 99 Pegawai. Teknik pengumpulan data didalam penelitian ini adalah kuesioner. Adapun hasil penelitian adalah secara simultan variabel bebas arus kerja. kompleksitas tugas, kewenangan formal, kontrol formal, Sistem Komunikasi, mampu mempengaruhi secara signifikan kinerja pegawai. Secara parsial variabel bebas arus kerja, kewenangan formal, kontrol formal, sistem komunikasi mampu mempengaruhi secara signifikan kinerja pegawai, kecuali kompleksitas tugas, yang tidak berpengaruh signifikan dan positif. Implikasi hasil penelitian yakni bentuk tim audit, melakukan evaluasi dan menggunakan sistem penilaian berbasis sistem informasi.
     
    The government’s new regulation requires PKP Agency to reform organizational structure which will influence the performance of the employees used to have old organizational structure. The objective of the research was to analyze some factors which caused the decrease in employees’ performance in the post-restructuring at the PKP Agency. The research used quantitative method. The population was all Employees and the PKP Agency Office, and 99 of them were used as the samples. The data were gathered by using questionnaires. The result of the research showed that, simultaneously, independent variables (work flow, complexity of task, formal authority, formal control, and communication system) had significant influence on employees’ performance. Partially, independent variables (work flow, formal authority, formal control, communication system) had significant influence on employees’ performance, while complexity of task did not have positive and significant influence. It is recommended that audit team be established, evaluation be done, and information based-assessment system be used.
