    Analisis Bioekonomi dan Tingkat Pemanfaatan Cumi-Cumi (Loligo sp.) di Pelabuhan Perikanan Samudera Belawan Provinsi Sumatera Utara

    Abstract
    Squid has a high economic value so that many fishermen catch large numbers of squid for profit so it is feared it will overfishing. This study aims to maintain the availability of the squid population by using bioeconomic analysis so that squid resource management is not only focused on maximizing profits but still preserving the resources given the role and existence of the squid population as a source of fishermen's income and also to maintain balance ecosystem. This research was conducted in July-August 2019, using the surplus production method of the Schaefer and Fox models for Estimating the Maximum Sustainable Potential (MSY) and the Gordon Schaefer Bioeconomic Model. The level of squid utilization in Belawan PPS has experienced overfishing in 2017 of 119%. The optimal level of squid utilization is not to exceed the value of MSY which is 1.382,3585 tons/year and in accordance with the TAC value that is 80% of the MSY value of 1,105,8868 tons/year. From the results of bioeconomic analysis, management efforts should be carried out in accordance with MEY conditions where the most optimal catch and profits are obtained.
     
    Cumi-cumi memiliki nilai ekonomis tinggi sehingga banyak nelayan yang menangkap cumi-cumi dalam jumlah besar untuk mendapatkan keuntungan sehingga dikhawatirkan akan mengalami overfishing. Penelitian ini bertujuan untuk tetap menjaga ketersedian populasi cumi-cumi dengan menggunakan analisis bioekonomi sehingga pengelolaan sumberdaya cumi-cumi tidak hanya terfokus pada maksimalisasi keuntungan saja namun tetap menjaga kelestarian sumberdaya mengingat peran dan keberadaan populasi cumi-cumi sebagai sumber penghasilan nelayan dan juga untuk menjaga keseimbangan ekosistem. Penelitian ini dilakukan pada bulan Juli-Agustus 2019, dengan menggunakan metode surplus produksi model Schaefer dan Fox untuk Pendugaan Potensi Maksimum Lestari (MSY) dan Model Bioekonomi Gordon Schaefer. Tingkat pemanfaatan cumi-cumi di PPS Belawan telah mengalami overfishing tahun 2017 sebesar 119%. Tingkat pemanfaatan cumi-cumi yang optimal adalah tidak melebihi nilai MSY yaitu sebesar 1.382,3585 ton/tahun dan sesuai dengan nilai TAC yaitu 80% dari nilai MSY sebesar 1.105,8868 ton/tahun. Dari hasil analisis bioekonomi, sebaiknya upaya pengelolaan dilakukan sesuai dengan kondisi MEY dimana didapatkan hasil tangkapan dan keuntungan yang paling optimal.
