Persepsi dan Perilaku Masyarakat Desa Lae Hole II dalam Pengelolaan Taman Wisata Alam (TWA) Sicike-Cike

Abstract

Research on the Perception and Behavior of Lae Hole II Villagers in the Management of Sicike-Cike Natural Tourism Park was conducted in September 2016 - January 2017. The purpose of this research is to know the perception of Lae Hole II Villagers in managing of Sicike-Cike Natural Tourism Park and to know the behavior of Lae Hole II Villagers in the management of Sicike-Cike Natural Tourism Park. Techniques of data collection using indepth interviews, observation, and documentation. There are differences in perceptions about the functions of forests that are wood forest products, non-timber forest products, socioeconomic functions and ecological functions. Communities are unaware of forest-related regulations and are unaware of their rights and obligations in the context of forest conservation, so that the behavior of the people living in these forest areas does not run on rights and obligations as mandated by the forestry law. They have a perception that forests are common property so they feel entitled to manage forests and have a duty to preserve the forest as water catchment areas. The emergence of these perceptions is closely related to the public interest to have access to forest resources as a source of livelihood. The community has a perception that forests have economic value so that they have the behavior of economic-oriented activities in the forest area.

Penelitian tentang Persepsi dan Perilaku Masyarakat Desa Lae Hole II dalam Pengelolaan Taman Wisata Alam (TWA) Sicike-Cike, telah dilakukan pada bulan September 2016 sampai bulan Januari 2017. Tujuan dari penelitian ini adalah untuk mengetahui persepsi masyarakat Desa Lae Hole II dalam pengelolaan TWA Sicike-Cike dan untuk mengetahui perilaku masyarakat Desa Lae Hole II dalam pengelolaan TWA Sicike-Cike. Teknik pengambilan data menggunakan wawancara mendalam, observasi, dan dokumentasi. Ada perbedaan persepsi tentang fungsi hutan yaitu hasil hutan kayu, hasil hutan non kayu, fungsi sosial ekonomi dan fungsi ekologi. Masyarakat tidak mengetahui regulasi terkait dengan hutan dan tidak mengetahui hak dan kewajiban mereka dalam rangka pelestarian hutan, sehingga perilaku masyarakat yang tinggal berdekatan dengan kawasan hutan tersebut tidak berjalan pada hak dan kewajiban sebagaimana diamanatkan oleh undang-undang kehutanan tersebut. Masyarakat memiliki persepsi bahwa hutan merupakan aset milik umum (common property) sehingga mereka merasa berhak mengelola hutan dan memiliki kewajiban memelihara kelestarian hutan sebagai daerah resapan air. Timbulnya persepsi tersebut erat kaitannya dengan kepentingan masyarakat untuk memiliki akses terhadap sumber daya hutan sebagai sumber mata pencaharian. Masyarakat memiliki persepsi bahwa hutan memiliki nilai ekonomi sehingga mereka memiliki perilaku aktivitas yang berorientasi ekonomi di kawasan hutan.
