Perencanaan Tempat Pengolahan Sampah dengan Prinsip Reduce, Reuse, Recycle (TPS 3r) Kecamatan Medan Polonia

Abstract

The increasing amount of garbage adds the capacity of garbage final processing place (TPA). Medan is one of the metropolitan cities that have the predicate as the dirtiest city in 2018. The reason is because the minimum effort of garbage processing. The implementation of Material Recovery Facilities with reduce, reuse, recycle principles (MRF 3R) aims to decrease the amount of waste which will also decrease the overload capacity in the TPA. MRF 3R focus on the effort of reducing, utilizing, and processing the waste from its source in the region scale. The waste processing with 3R principles is expected to create a product eventhough it is no the main purpose of the 3R waste processing. The implementation of MRF 3R follows the rules of technical guidelines of 3R waste processing by the directorate general of copy right. The planning of MRF 3R in Medan Polonia District aims to decrease the amount of waste carried to the TPA. The MRF 3R manages all the household waste in Medan Polonia District. Waste carried in seperated condition is organic and anorganic waste. The organic waste processing is done by composting for 28 days. The process of composting uses the bamboo aerator technic. The anorganic waste processing is done by specifically seperating the waste into two types, worth selling garbage and residual goods. Processed product will be sold to increase the income of MRF 3R. The operational of MRF 3R can decrease about 80% from the total of the rubbish everyday. Processing residues that will be brought to TPA's rubbish is about 17,62 m3/day or 2.917,7 kg/day. The MRF 3R in Medan Polonia District requires an area of 2.961 m2 with a building area of 1.840 m2. The area in the 3R if garbage processing place consists of zone 1/reception and segregation of garbage (139 m2) , zone 2/ packaging of worth selling garbage (30 m2), zone 3/processing of organic garbage (1.349 m2), zone 4/ temporary storing of garbage (124 m2), and zone 5/ supporting falicities (164 m2). The planning of the MRF 3R in Medan Polonia District requires budget around Rp. 7.712.955.748

Peningkatan jumlah sampah akan menambah beban Tempat Pemrosesan Akhir (TPA) sampah. Kota Medan sebagai salah satu kota metropolitan mendapatkan predikat kota paling kotor pada tahun 2018. Hal ini terkait pengolahan sampah yang belum maksimal. Penyelenggaraan Tempat Pengolahan Sampah dengan Prinsip Reduce, Reuse, Recycle (TPS 3R) bertujuan untuk mengurangi jumlah sampah yang diangkut ke TPA sampah, sehingga beban pengolahan di TPA sampah berkurang. TPS 3R berfokus pada upaya pengurangan, pemanfaatan dan pengolahan sampah sejak dari sumbernya pada skala kawasan. Pengolahan sampah di TPS 3R akan menghasilkan produk olahan, namun hal ini bukan tujuan utama dari penyelenggaraan TPS 3R. Penyelenggaraan TPS 3R berpedoman kepada Petunjuk Teknis Tempat Pengolahan Sampah Berbasis 3R oleh Direktorat Jendral Cipta Karya. Perencanaan TPS 3R Kecamatan Medan Polonia bertujuan untuk mengurangi jumlah sampah Kecamatan Medan Polonia yang akan diangkut ke TPA sampah. TPS 3R mengolah seluruh sampah rumah tangga di Kecamatan Medan Polonia. Sampah yang diangkut dalam keadaan terpilah, yaitu organik dan anorganik. Pengolahan sampah organik dilakukan dengan pengomposan selama 28 hari. Proses pengomposan menggunakan teknik aerator bambu. Pengolahan sampah anorganik dilakukan dengan memilah secara spesifik menjadi dua jenis, yaitu barang layak jual dan residu. Barang layak jual akan dipadatkan sehingga menghemat ruang penyimpanan. Produk olahan TPS 3R Kecamatan Medan Polonia berupa kompos dan barang layak jual. Produk olahan akan dijual untuk menambah pemasukan TPS 3R. Operasional TPS 3R mampu mengurangi 80% dari total sampah setiap hari. Residu pengolahan akan dibawa ke TPA sampah berjumlah 17,62 m3/hari atau 2.917,7 kg/hari. TPS 3R Kecamatan Medan Polonia membutuhkan lahan seluas 2.961 m2 dengan luas bangunan 1.840 m2. Area di TPS 3R terdiri atas zona satu/penerimaan dan pemilahan sampah (139 m2), zona dua/pengemasan barang layak jual (30 m2), zona tiga/pengolahan sampah organik (1.349 m2), zona empat/penyimpanan dan penampungan sementara (124 m2), dan zona lima/fasilitas pendukung (168 m2). Perencanaan TPS 3R Kecamatan Medan Polonia memerlukan anggaran biaya sebesar Rp. 7.712.955.748.
