    Peningkatan Utilisasi Pabrik Kelapa Sawit Melalui Pemenuhan Pasokan Tandan Buah Segar di PTPN III (Persero)

    Abstract
    Distrik Asahan terdiri dari Kebun Sei Dadap, Kebun Bandar Selamat, Kebun Sei Silau, Kebun Pulau Mandi, Kebun Ambalutu, Kebun Hutapadang, dan PKS Sei Silau. Distrik Asahan memiliki kapasitas pabrik sebesar 50 ton TBS per jam. Sejak tahun 2014 PTPN III mengalami penurunan yang cukup signifikan terhadap hasil olahan TBS. Penurunan ini disebabkan pasokan TBS secara keseluruhan tidak mampu memenuhi kapasitas pabrik. Penelitian ini akan fokus melihat utilitas PKS, untuk mendapatkan konsep rancangan pemenuhan pasokan TBS baik yang berasal dari kebun sendiri maupun dari pihak luar, sehingga mampu memenuhi target perusahaan dan meminimalkan idle capacity. Konsep rancangan yang akan dikaji dengan memperhatikan keterbatasan (constraint) dari kebun sendiri yang mempengaruhi jumlah produksi TBS yaitu luas lahan, kelas lahan, umur tanaman, dan kerapatan tanaman. Analisa dilakukan menggunakan potensi produksi kelapa sawit menurut kelas lahan (PPKS) dan metode Food Supply Chain Networking (FSCN). Metode FSCN dilakukan dengan membahas enam aspek rantai pasok berupa sasaran rantai pasok, struktur rantai pasok, sumberdaya pasokan, manajemen rantai, proses bisnis rantai, dan kinerja rantai pasokan. Jumlah TBS yang tersedia berdasarkan perhitungan hasil produksi lima tahun mendatang untuk tahun 2019-2023 sebesar 337.156 ton, 328.885 ton, 323.296 ton, 311.253 ton dan 300.401ton. berdasarkan target olah sebanyak 92% utilitas pabrik, produksi kebun akan mengalami penurunan sekitar 3% per tahun, selama lima tahun PKS Sei Silau akan mengalami kekurangan pasokan TBS, sehingga diperlukan tambahan dari pihak ke III. komposisi tanaman dewasa tidak seimbang, yaitu pada sawit remaja sebesar ±33% sedangkan untuk sawit muda produksi TBS akan meningkat sebesar ±12%, produksi TBS akan menurun pada usia dewasa sebesar ±42% dan untuk sawit yang usia renta akan mulai di Replanting sebesar ±13%.
     
    Asahan District consists of Sei Dadap Estate, Bandar Selamat Estate, Sei Silau Estate, Pulau Mandi Estate, Ambalutu Estate, Hutapadang Estate, and Sei Silau Palm Oil Mill. Asahan District has a factory capacity of 50 tons of FFB per hour. Since 2014, PTPN III had significantly decline to the FFB process output. This affected by overall supply of FFB not fulfill the POM Capacity. This research focused on utility of POM to get concept design of fulfilment FFB supply whether from inside or outside supplier. Design concept that will studied with review constraint from inside farm that will affect by land area, plant age, density, land class. Analysis was carried out using bunch production potention according to land class (PPKS) and the Food Supply Chain Networking (FSCN) method. The FSCN method is carried out by discussing six aspects of the supply chain in the form of supply chain objectives, supply chain structure, supply resources, chain management, chain business processes, and supply chain performance. The number of FFB available based on the calculation of production results for the next five years for 2019-2023 is 337,156 tons, 328,885 tons, 323,296 tons, 311,253 tons and 300,401 tons. Based on the target if as much as 92% of factory utilities, plantation production will decrease by around 3% per year, for five years of Sei Silau POM will experience a shortage of FFB supply, so an additional third party is needed. the composition of the mature plant is not balanced, namely in juvenile palm by ±33% whereas for young palm FFB production will increase by ±12%, FFB production will decrease in mature by ±42% and for palm of old age will start in Replanting by ±13%.
