Perencanaan Tempat Pengolahan Sampah Rumah Tangga dengan Prinsip Reduce, Reuse, Recycle (TPS 3R) Kecamatan Medan Area Kota Medan

Abstract

If the waste is not managed properly, it will cause various problems such as aesthetic problems, disease vectors and ground water pollution. These problems occur because of the imbalance between waste production and the ability to manage it. Therefore it is necessary to plan a proper waste management system, one of which is with 3R-based waste management (reduce, reuse, recycle). 3R-based Management in the form of a regional scale 3R Waste Management Facility (TPS) is expected to reduce the amount of landfill that enters the landfill. TPS 3R is planned to be located in Medan Area District with a population of 2018 totaling 99,821 people and waste generation of 0.25 kg / person / day. In order to serve the entire Medan Area Sub-district community, the 3R TPS requires a land area of 1500 m² and the construction cost of the 3R TPS is Rp1,021,883,914. The land was used to construct a 46 m² organic waste reception space, 900 m² composting room, 39 m² inorganic waste treatment, 40 m² residual land, 67 m² inorganic storage warehouse, 40 m² compost storage warehouse, and other supporting buildings. In carrying out operational activities, TPS 3R Medan Area sub-district costs Rp. 169,895,500 per month and generated a gross profit of Rp 743,707,300.

Apabila sampah tidak dikelola dengan baik akan menimbulkan berbagai masalah seperti masalah estetika, vektor penyakit, dan timbulnya pencemaran air tanah. Permasalahan tersebut terjadi karena ketidakseimbangan antara produksi sampah dengan kemampuan dalam pengelolaanya. Oleh karena itu perlu direncanakan sistem pengelolaan sampah yang benar, salah satunya dengan pengelolaan sampah berbasis 3R (reduce, reuse, recycle). Pengelolaan Berbasis 3R dalam bentuk Tempat Pengelolaan Sampah (TPS) 3R skala kawasan diharapkan mampu mengurangi jumlah timbunan sampah yang masuk ke TPA. TPS 3R direncanakan berada di Kecamatan Medan Area dengan jumlah penduduk tahun 2018 sebanyak 99.821 orang dan timbulan sampah 0,25 kg/org/hari. Agar dapat melayani seluruh masyrakat Kecamatan Medan Area maka TPS 3R membutuhkan luas lahan 1500 m² dan biaya pembangunan TPS 3R sebesar Rp1.021.883.914. Lahan tersebut dipergunakan untuk membangun ruang penerimaan sampah organik 46 m², ruang pengomposan 900 m², pengolahan sampah anorganik 39 m², lahan residu 40 m², gudang penyimpanan anorganik 67 m², gudang penyimpanan kompos 40 m², dan bangunan pendukung lainya. Dalam menjalankan kegiatan operasional, TPS 3R kecamatan Medan Area membuutuhkan biaya Rp. 169.895.500 per bulan dan menghasilkan keuntungan kotor Rp 743.707.300
